Nguyen Hong Ngoc Trang
Senior Energy Advisor/SHIFT

Trang is a team member of the Renewable Energy and Energy Efficiency (4E) Project/EU – MOIT/GIZ Energy Support Programme, mainly focusing on Energy Efficiency Capacity Development.

Trang holds a Master’s Degree in Engineering from the Hamburg University of Technology and is also a MOIT Certified Energy Auditor.

She has more than 10 years of working in Energy Efficiency and Energy Management within the private sector and Alternative Fuels & Raw Material in the cement industry in Vietnam. She has held various positions, including project consultant, project manager, business development manager. Her passion is to promote Energy Efficiency as an Energy Resource for sustainable business & society.

Tran Thi Bich Phuong
Energy Advisor/SHIFT

Bich Phuong joined GIZ on October 1st 2020 as National Intern for the Energy Efficiency component of the 4E project.

She is currently in her 2nd year of a Master’s Degree in International Material Flow Management offered by the Trier University of Applied Sciences in Germany.

Before that, she earned a Bachelor’s Degree in Business Administration from Ritsumeikan Asia Pacific University and worked in Azbil Corporation in Japan, focusing on building automation system and ESCO business. She hopes to gain valuable experiences and insights of the energy market while contributing to the sustainable development of Vietnam via her work in GIZ.

Bich Phuong joined GIZ on October 1st 2020 as National Intern for the Energy Efficiency component of the 4E project.

Bui Ngoc Thuy
Senior Energy Advisor/TEV

Ngoc Thuy is a Senior Energy Advisor for Promoting the Transition of the Energy Sector in Viet Nam, GIZ ESP. With more than 17 years of experience, she specializes in legal and policy advisory and development, especially in the energy sector.

Ngoc Thuy previously worked in the legal departments of various government authorities, including the Electricity Regulatory Authority of Viet Nam under the Ministry of Industry and Trade, Viet Nam Electricity, and the Commission for the Management of State Capital at enterprises.

She holds a Bachelor’s Degree in International – Economic Law and a Master’s in Commercial Law from the University of Melbourne, Australia.

Ngo Manh Kien is an Energy Advisor for the “Promoting the Transition of the Energy Sector in Viet Nam” project (TEV) under the GIZ Energy Support Programme (GIZ ESP).

With over 23 years of experience, he has extensive expertise in developing legal frameworks for electricity tariffs. Prior to joining GIZ ESP, he served as Deputy Director of the Tariff and Fees Department at the Electricity Regulatory Authority of Viet Nam.

He holds a Bachelor’s and a Master’s degree in Business Administration from the National Economics University, as well as a Bachelor’s degree in English Studies from Hanoi University of Foreign Studies.

Nghiem Thi Ngoan is an Energy Advisor for CASE Project under GIZ ESP. Ngoan has 15 years of experience in energy market research and optimisation of energy systems considering energy security and sustainable development.

Prior to joining GIZ, Ngoan worked as Head of the Energy Market Department at the Viet Nam Petroleum Institute, PetroViet Nam, and as a Researcher at the Institute of Energy Science, Viet Nam Academy of Science and Technology.

Ngoan holds a Bachelor’s degree in Energy Economics Engineering and an MSc. in Business Administration from Hanoi University of Science and Technology.

Nghiem Thi Ngoan is an Energy Advisor for CASE Project under GIZ ESP. Ngoan has 15 years of experience in energy market research and optimisation of energy systems considering energy security and sustainable development.

Hương Lan là Cán bộ Dự án Quan hệ Đối tác Năng lượng trẻ và đầu mối phụ trách về giới Ban thư ký hỗ trợ Mạng lưới Phụ nữ ngành năng lượng Việt Nam. Chị mong muốn được làm việc trong lĩnh vực giới và phát triển, đóng góp vào quá trình tăng quyền năng cho phụ nữ và thúc đẩy bình đẳng giới tại Việt Nam.
Nong Huong Lan
Project Officer/Energy Partnership/Women in Energy Viet Nam Network Secretariat

Huong Lan is a Project Officer for the Energy Partnership Project and the Gender Focal Point of the Secretariat supporting the Viet Nam Energy Women Network. She is interested in the gender and development nexus and is keen to contribute to the empowerment of women and the promotion of gender equality in Viet Nam.

Before joining GIZ ESP, Lan had worked in various roles supporting project implementation, including Interpreter, Project Assistant, Secretary, Program Admin Officer, and Project Officer for several projects in the health, TVET and gender areas at different international organizations such as EU, LuxDev and Oxfam.

She acquired her Master’s in Development Studies at the University of Melbourne, Australia.

PR & Communications Coordinator

Ngoc Linh joined GIZ ESP since November 2019. She is acting as the Programme’s PR and Communications Coordinator. She contributes to shaping the renewable energy narrative, coordinating media relations, and engaging with stakeholders to promote just energy transition and energy efficiency.

Ngoc Linh has strong background in public relations, corporate communications, with demonstrated experience in developing and executing communication strategies.

She graduated from the Diplomatic Academy of Viet Nam (DAV) before earning a Master’s Degree at Mod’Art International School in Paris, France.

Ha Anh has been working at the GIZ Energy Support Program (ESP) since 2019 as the PR & Communications Officer.
Ha Anh currently oversees communications-related tasks for the TEV, PtX Outreach, and Energy Partnership projects. She is mainly responsible for developing project communication plans, deploying awareness-raising activities, maintaining press relations, and managing social media channels.
Prior to GIZ, Ha Anh had working experience in corporate communications in Europe after completing her master’s degree in international communications in the Netherlands and the UK.

Ha Anh has been working at the GIZ Energy Support Program (ESP) since 2019 as the PR & Communications Officer.

PR & Communications Specialist/CASE

Van Hiep is a communications and public relations officer for the CASE project under the GIZ ESP. He has a keen interest in Sustainable Development Goals, particularly the role of journalism and media in promoting a just energy transition in Viet Nam.

With 10 years of experience as a television reporter, Van Hiep holds a Master’s degree in Journalism, Media and Communications from Cardiff University, UK. During his studies in the UK, he gained extensive knowledge in journalism research, thus developing his essential skills to design and implement communication campaigns aligned with organisational mission and vision.

Van Hiep is a communications and public relations officer for the CASE project under the GIZ ESP. He has a keen interest in Sustainable Development Goals, particularly the role of journalism and media in promoting a just energy transition in Viet Nam.

With 10 years of experience as a television reporter, Van Hiep holds a Master’s degree in Journalism, Media and Communications from Cardiff University, UK. PR & Communications Specialist/Designer

Quan is a PR & Coms Officer and is responsible for managing the Progamme’s design and other visual related projects. Before becoming a member of GIZ, he had been working as a graphic designer for 5 years – Which provided him with ample experiences and knowledge in this particular field of visual communication.

Quan spent his university years in the United States, not only for studying but also taking the chance to travel extensively.

After graduating in 2016, feeling somewhat satiated with what he had learnt and seen, Quan decided to return to Vietnam to deepen his personal & professional experience within his home country.

Quan is a PR & Coms Officer and is responsible for managing the Progamme’s design and other visual related projects. Before becoming a member of GIZ, he had been working as a graphic designer for 5 years – Which provided him with ample experiences and knowledge in this particular field of visual communication.

Quan spent his university years in the United States, not only for studying but also taking the chance to travel extensively.

Knowledge Management Specialist

Thu Hà is a Knowledge Management Specialist at GIZ ESP. With over 10 years of experience in language services and project support, she is responsible for all translation, interpretation, and knowledge management tasks under GIZ ESP.

Before joining GIZ ESP, she gained experience as a full-time language assistant and administrative assistant for the EU project “Capacity Building Support to the State Audit Office of Viet Nam” (EU-PFMO) and the UNDP and IrishAid-funded “Poverty Reduction Policies and Programs” project at the Ministry of Labor, Invalids and Social Affairs in Hanoi.

Thu Hà holds a Bachelor’s degree in English Language Teaching and Education from the Viet Nam National University, Hanoi.

Passionate about contributing to Viet Nam’s sustainable development, Xuyen brings a wealth of experience and dedication to her role.
