The project “Implementation of the International Hydrogen Ramp-up Program” (H2Uppp) in Viet Nam, on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWE), promotes green hydrogen (GH2) and Power-to-X (PtX) projects from the early stage, along the entire hydrogen value chain (production, storage, conversion, transport and utilization). Therefore, the H2Uppp project encourages knowledge transfer for project development in the field and raise awareness among decision-makers for market opportunities.
H2Uppp supports German and European companies as well as Vietnamese companies [AT1] in identifying project opportunities and developing business models. The identified projects are implemented in the format of public-private partnerships (PPPs) with GIZ serving as the public partner, contributing up to 2 million euros, and the company/consortium serving as a private partner. The PPP projects are selected through regular ideas competitions.
Through PPP projects under H2Uppp, German and European technology providers, plant manufacturers and renewable energy companies can offer state-of-the-art technology know-how for GH2/PtX projects in Vietnamese markets and also make their broad experience available for the sustainable transformation of energy systems in Viet Nam.
H2Uppp operates through three strategic fields of action[DV2] :
- Field of Action 1: Identification of pilot projects for the H2Market Ramp – up in Viet Nam
- Field of Action 2: Technical support of hydrogen pilot projects in Viet Nam via PPP approaches with German/European companies
- Field of Action 3: Business case analyses, networking and outreach
Opportunities for Collaboration
Through regular ideas competitions, H2Uppp selects PPP projects that demonstrate a strong potential for sustainable development. Vietnamese and international private sector partners are encouraged to collaborate with GIZ Vietnam and AHK Vietnam to unlock funding opportunities and technical support.

PPP Green Hydrogen Hub Viet Nam
The Green Hydrogen Hub Viet Nam is a public-private partnership (PPP) project selected through a call for ideas by H2Uppp in Viet Nam. The initiative was developed in response to key challenges in the country’s emerging green hydrogen sector – such as limited market awareness, financing gaps, and a shortage of skilled professionals – with the aim of unlocking Viet Nam’s green hydrogen potential.
The Hub is being established at the Vietnamese – German University (VGU) in Binh Duong and is led by a consortium of 10 private companies, in collaboration with VGU and with support from GIZ and the German Industry and Commerce in Vietnam (AHK Viet Nam). It is envisioned as a central platform for advancing the green hydrogen economy in Viet Nam.
Green Hydrogen Hub Viet Nam focuses on promoting knowledge sharing, showcasing practical GH2 applications, supporting workforce development, and fostering strong partnerships between Vietnamese and German stakeholders across the entire hydrogen value chain.
