Under the Revised Power Development Master Plan VIII (Prime Minister’s Decision No. 768/QĐ-TTg), Distributed Energy Resources (DERs), especially rooftop solar, together with Battery Energy Storage Systems (BESS) and electric vehicles (EVs), are expected to grow rapidly in the coming years. This trend will change load profiles and system operation approaches, and place higher demands on coordination between transmission and distribution system operators.
The increasing use of BESS in the power transmission network, either integrated with renewable energy plants or developed as stand-alone assets, highlights the need to strengthen operational coordination, clarify roles and responsibilities, and improve market participation mechanisms. At the same time in the power distribution network, besides the increasing behind-the-meter BESS and the BESS in distribution network (stipulated in the Prime Minister’s Directive No. 01/CT-TTg dated 18/01/2026) the promotion of electric vehicles, particularly in urban areas in line with the Prime Minister’s Directive No. 20/CT-TTg, is creating a new kind of fluctuating demand that is difficult to forecast using traditional approaches.
In this context, the 3rd TSO–DSO Coordination Technical Workshop serves as a timely forum to exchange views, share experience, and discuss practical solutions for the management and operation of DERs (BESS, and EVs). The outcomes of this discussion will be important for Vietnamese system operators and the power sector and will also support GIZ’s continued cooperation in the development of Vietnam’s electricity system.
