The project “Implementation of the International Hydrogen Ramp-up Programme” (H2Uppp) in Viet Nam, on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWE), promotes green hydrogen (GH₂) and Power-to-X (PtX) projects from the early stage, along the entire hydrogen value chain (production, storage, conversion, transport and utilization). The programme drives knowledge transfer and raises awareness of market opportunities, supporting German, European, and Vietnamese companies in developing viable business models and identifying projects for implementation.
These projects take the form of public-private partnerships (PPPs), with GIZ as the public partner contributing up to €2 million and the company/consortium as the private partner, selected through competitive calls for ideas. Through these PPPs, German and European technology providers, plant manufacturers, and renewable energy companies bring state-of-the-art expertise to GH₂/PtX projects in Viet Nam, contributing to the country’s sustainable energy transition.
The programme operates across three fields of action:
- Field of Action 1: Identification of GH₂/PtX pilot projects in Viet Nam;
- Field of Action 2: Technical support for hydrogen pilot projects via PPP approaches with German and European companies; and
- Field of Action 3: Business case analyses, networking, and outreach.
PPP Green Hydrogen Hub Viet Nam
Opening in October 2025, the Green Hydrogen Hub Viet Nam is a dynamic and physical platform located at the Vietnamese-German University (VGU) campus in Ho Chi Minh City, established with the view to unlock Viet Nam’s green hydrogen potential. The Hub is a public-private partnership (PPP) under the International Hydrogen Ramp-up Programme (H2Uppp), with GIZ and the VGU as the public partner, and a consortium of private companies recognized as industry players in green hydrogen technology and consulting services.
The Hub serves as a central platform for knowledge sharing, practical green hydrogen demonstrations, workforce development, and fostering Vietnamese-German business partnerships across the entire hydrogen value chain.
PPP Green Hydrogen Plant – PV Gas
Approved in November 2025, the PPP Green Hydrogen Plant – PV Gas aims to prove the technical feasibility and financial viability of GH₂ production by Viet Nam’s leading gas supplier, PV Gas, and at paving the way for establishing PV Gas’ first GH₂ production plant and contributing to PV Gas’ overall green development strategy. It’s a public-private partnership (PPP) under International Hydrogen Ramp-up Programme (H2Uppp), with GIZ as the public partner, NEUMAN & ESSER as private partner and PV Gas as strategic partner.
