New PPP project formed for the first green hydrogen plant by PV Gas

On 16 April 2026 in Ho Chi Minh City, over 60 experts and industry representatives came together at the Technical Workshop on Green Hydrogen and its Derivatives, hosted by the Green Hydrogen Hub Viet Nam under the H2Uppp project.  

A key highlight of the event was the signing of a new public-private partnership (PPP) between GIZ, NEUMAN & ESSER, PetroVietnam Gas (PV Gas) – a leading gas supplier in Vietnam, and Vietnamese-German University, marking the first step toward developing PV Gas’ green hydrogen plant. 

The signing took place in the presence of Mr. Peter Kompalla, Chief Representative of the Delegation of German Industry and Commerce in Vietnam (AHK Vietnam). The new PPP aims to demonstrate the technical feasibility and financial viability of green hydrogen production by PV Gas, and to develop a blueprint for its first commercial-scale plant. 

The event also brought together local and international partners to exchange practical insights across the green hydrogen value chain: 
• NEUMAN & ESSER on technologies, system design, and project development;
• Messer on Hydro Cut applications;
• TÜV SÜD on safety standards and certification;
Case studies of PPP projects worldwide, from green hydrogen and ammonia production for export in India, to applications for hotels and islands in Thailand, and integrated solutions for industrial parks in Chile.

Mr. Peter Kompalla (AHK Vietnam) highlighted in his opening speech: “Viet Nam is attracting strong interest from German companies and businesses. I’m very pleased with the Green Hydrogen Hub Viet Nam, H2Uppp, and the PPP instruments supported by GIZ, as they help address challenges by bringing in German expertise and long-standing experience relevant to Viet Nam’s future needs. Hydrogen, in particular, is a strong example of how we can develop practical solutions along the way.” 

Speaking at the event, Mr. Henri Wasnick, Project Director of H2Uppp, emphasized: “The PPP we are launching today is a concrete example of H2Uppp approach: Combining German technology expertise with Vietnamese partners to jointly develop solutions tailored to local needs. The success of the hydrogen economy will depend not only on technology, but on strong partnerships and shared commitment.” 

The reason we join the PPP with PV Gas is that we see strong potential for green hydrogen in Viet Nam, driven by increasing availability of renewable electricity. At the same time, we aim to expand and transfer our European expertise to the APAC region, with strong support from government, society, and industry partners.“, shared by Mr. Christian Kehren, Head of Technical Sales from NEUMAN & ESSER. 

Green hydrogen is a key part of the future energy landscape, which is why PV Gas has integrated it into the long-term development strategy. This PPP project is highly important, as its findings will help us define technical requirements, identify suitable technologies, and clarify the necessary conditions to determine the right timing for investing in our first green hydrogen project in an economically viable way.”, added by Mr. Doan Xuan Tien, Deputy Head of R&D Division (PV Gas). 

The PPP signing and technical workshop was organized as part of the International Hydrogen Ramp-Up Programme (H2Uppp), supported by the German Federal Ministry for Economic Affairs and Energy (BMWE) and implemented by GIZ. H2Uppp is supporting entrepreneurial engagement in the ramping-up of hydrogen in the Global South through PPPs with GIZ as the public partner and companies as the private partner.

In Viet Nam, the first PPP successfully established under H2Uppp is the Green Hydrogen Hub Viet Nam – a central platform connecting stakeholders across the hydrogen value chain. The newly signed PPP for the PV Gas green hydrogen plant marks the second partnership under H2Uppp, further contributing to the development of the country’s hydrogen pathway.
