From October 11 to 18, 2025, the CASE project, in collaboration with the State Agency for Technology Innovation (SATI), organized a study trip to Berlin, Germany and Paris, France. The delegation was led by Mr. Hoàng Minh, Deputy Minister of Science and Technology. During the week-long mission, the delegates engaged in intensive working sessions with leading ministries, research institutes, and enterprises in Germany and France, aiming to build an effective innovation and technology transfer ecosystem that contributes to the just energy transition in Viet Nam.
In Germany, the delegation held working sessions with various organizations, focusing on the following topics:
- The Federal Ministry for Economic Affairs and Energy (BMWE), IET (Energy consulting company), the Fraunhofer-Gesellschaft, the Reiner-Lemoine-Institut (RLI), GEO Group, and several enterprises – discussions focused on policies to promote R&D and foster innovation, including in the energy sector. The delegation also had in-depth exchanges on the roles and responsibilities of the government, enterprises, and consulting institutions in R&D collaboration, as well as issues related to intellectual property rights and copyrights.
- The German Bundestag (National Parliament) at the Reichstag building – discussions centered on Germany’s experience in reviewing and supervising the implementation of R&D and innovation policies in the technology sector, as well as policies related to intellectual property.
- Representatives from the GEO Group – SkyWind on their plans to establish a Training and Human Resource Development Center for Renewable Energy in Gia Lai Province, Viet Nam.


In France, the delegation continued discussions with:
- The French National Railway Company (SNCF) – discussions focused on international cooperation in the development of high-speed rail systems, promoting innovation, protecting the rights of inventors and enterprises during technology transfer, and developing human resources for the management and operation of high-speed rail systems.
- The French Development Agency (AFD) on the potential directions for cooperation. The Vietnamese delegation shared the country’s strategic orientation and policies for developing science, technology, and innovation, as well as the role of new technologies and policies in advancing national socio-economic development.


The study trip not only provided valuable international insights and experiences but also opened new channels for collaboration – fostering technology transfer, clean energy development, and innovation toward a sustainable future for Viet Nam.
