Viet Nam Explores Germany’s recent Energy Transition Policy Developments

Hanoi, April 4, 2025 – A delegation led by the Electricity Authority of Viet Nam (EAV) under the Ministry of Industry and Trade (MOIT) visited Germany during 17-21 March to dive into Germany’s latest energy transition regulations. They met leading German institutions and professional associations, such as Agora Energiewende, German Institute for Economic Research (DIW Berlin), Federal Association of Energy and Water Industries, Energy Storage Systems Association, German Solar Association and top energy companies like 50 Hertz Transmission, Enertrag and Dornier to discuss:

  • Smart electricity market design and tariff structures
  • Innovative green energy solutions, including green hydrogen and solar balcony programmes
  • Grid integration of solar and wind power and the role of battery energy storage systems
  • Coal phase-out strategies and just transition for affected industries and regions

“Germany’s successful practices offer valuable lessons for Viet Nam,” said Ms. Do Hong Thanh, Deputy Director of the Power Market Development Research and Training Center, and head of the delegation. She believes, “These approaches will help Viet Nam unlock solutions for creating an electricity system that ensures energy security with reasonable electricity prices and paves the way for the country’s net-zero future.”

Energy Transition

With Viet Nam’s National Power Development Programme (PDP) VIII revision underway and the amended Electricity Law enforcement since 2025, the study trip has highlighted the importance of a strong regulatory framework to encourage private sector involvement, maintain grid stability and accelerate energy transition.

The trip was organised by the ‘Promoting the Transition of the Energy Sector in Viet Nam’ (TEV) project, jointly implemented by GIZ and EAV. The German Federal Ministry for Economic Cooperation and Development (BMZ) is funding TEV.
