On 21 January 2026 in Hanoi, representatives of agencies under Viet Nam’s Ministry of Industry and Trade (MOIT) and the German Agency for International Cooperation (GIZ) have officially signed an agreement to extend and amend the scope of an ongoing project supporting the energy transition in the Southeast Asian country.
Under the agreement, the “Promoting the Transition of the Energy Sector in Viet Nam” (TEV) project will be extended until December 2026. The extension underscores both sides’ continued commitment to strengthening the strategic, legal and regulatory, and technological foundations for a clean energy transition in Viet Nam.
At his opening remark, Mr. Trinh Quoc Vu – Deputy Director General of MOIT’s Electricity Authority of Viet Nam – said, ‘As the government authority for the energy sector, the Ministry has identified policy and institutional enhancements, the development of a competitive electricity market integrating renewable energy and digital transformation as key priorities. In this context, the partnership of international partners, particularly the German Government through GIZ, plays a crucial role.’

He noted: ‘The signing of the project’s Implementation Agreement today goes beyond its legal dimension, reflecting the shared political commitment and strong partnership of both sides to jointly deliver the activities. With close collaboration among all partners, the Project is expected to achieve concrete results and contribute meaningfully to Viet Nam’s just, secure, and sustainable energy transition.’
Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), the project aims to foster the development of a long-term energy transition strategy while promoting the transfer of technological knowledge to enable a low-carbon, environmentally sustainable energy system.
GIZ and the Electricity Authority of Viet Nam, on behalf of MOIT, will implement the project in close cooperation with other national stakeholders, including the Oil, Gas and Coal Department and the National Power System and Market Operator (NSMO).
‘The TEV project is a central pillar of Viet Nam–Germany technical cooperation in the energy sector, contributing directly to the objectives of the Just Energy Transition Partnership,’ highlighted Dr. Michaela Baur – Country Director of GIZ Viet Nam.

‘The additional funding by the end of 2026 builds on the foundation of our successful cooperation under the TEV framework. The trusted collaboration between GIZ and all of our partners here in Viet Nam has enabled to deliver impactful activities and provide a sound basis for deeper and more strategic cooperation for the new phase,’ she added.
With the additional funding and extended implementation period, the project will deliver targeted analytical studies and technical inputs on priority topics such as investment facilitation, power system and market operation, grid flexibility and storage solutions, digitalization, and emerging low-carbon energy technologies. These activities will directly support the implementation of key national resolutions on energy development.

The project also aims to engage more than 150 companies nationwide, with a target of 70 per cent of participating firms investing in energy transition solutions, expressing confidence in Viet Nam’s legal and regulatory framework.
In addition, the project will identify and recommend innovative technology solutions for the energy transition, including microgrids and distribution automation systems, for grid operators and governmental partners in power system operations and grid-connected investments.
In the coming period, the project is expected to continue receiving close cooperation from regulatory authorities and relevant stakeholders, to ensure the effective implementation of activities and maximize the project’s impact on Viet Nam’s energy transition.
