Consultation Meeting on National Standard Revision of Energy Performance for Non-ducted Air Conditioners

On June 24 and 25, the Vietnam National Standards and Quality Institute (VSQI), in collaboration with the German Agency for International Cooperation (GIZ), organized a Consultation Meeting on national standard revision of TCVN 7830 – Energy Performance of Non-ducted Air Conditioners. Held in Hanoi and Ho Chi Minh City, the meeting brought together representatives from government agencies, research institutes, universities, businesses, testing and certification organizations as well as other stakeholders in the air conditioning sector.

In his opening remarks, Dr. Trieu Viet Phuong, Director of VSQI, emphasized that reviewing and enhancing energy performance requirements for room air conditioners is key to implementing the Party and State’s direction on the economical and efficient use of energy, ensuring energy security and fulfilling Viet Nam’s commitments to reducing greenhouse gas emissions. The meeting serves as a forum where regulatory bodies, experts and businesses exchange views and contribute to refining the draft revised National Standard of Energy Performance for Non-ducted Air Conditioners.

On behalf of GIZ, Mr. Tran Tien Hoa shared international perspectives on the use of energy in the air conditioning sector. According to EVN, air conditioners have recently accounted for between 30% and 60% of the total household electricity consumption. He stated that Viet Nam joined the Global Cooling Pledge and set goals that by 2030, it would enhance the efficiency of cooling devices to around 50% compared to 2022 levels. Across ASEAN, countries are also working towards achieving a Minimum Energy Performance (MEPS) of 6.09 by 2030. Mr. Hoa further noted that Viet Nam is facing increasing challenges related to energy security and rising energy costs. Given this context, the Accelerating Air Conditioning Transformation through Enhanced Energy Performance Standard (ACT MEPS) project, implemented by GIZ since 2013, plays an important role in the transition towards high-efficiency cooling devices. Furthermore, he hoped that the insights gained from the meeting would contribute to the finalization and release of the revised TCVN 7830 later this year.

During the workshop, delegates were engrossed in a series of in-depth presentations on the energy performance of air conditioners. 

Mr. Tran Tien Hoa, representative of GIZ, introduced the ACT MEPS project, which supports the transformation of Viet Nam’s air conditioning market through enhancing Minimum Energy Performance Standards (MEPS). 

Associate Professor Dr. Nguyen Viet Dung from the School of Mechanical Engineering, Hanoi University of Science and Technology, presented the market research report and the impacts of raising the Minimum Energy Performance Standards (MEPS) on the air conditioning market.

Ms. Doan Thi Thanh Van, Head of the Electric and Electronic Division at VSQI, introduced the key contents as well as the process of developing the draft revision TCVN 7830 on Non-ducted air conditioners and Energy Performance.

From the perspective of international experts, Mr. Sommai Phon-Amnuaisuk, Vice President for Asia-Pacific of the International Institute for Energy Conservation (IIEC), shared experiences and insights regarding the Minimum Energy Performance Standards (MEPS) for room air conditioners across countries in the region.

Discussion sessions hosted by Dr. Nguyen Xuan Tien, Head of the Technical Committee TCVN/TC/E1/SC5 on Energy Efficiency of Refrigerating Appliances featured great enthusiasm with active exchange among representatives from the Agency for Innovation, Green Transition and Industry Promotion under the Ministry of Industry and Trade, Hanoi Department of Science and Technology, along with businesses, scientists, testing laboratories and relevant stakeholders. The recommendations gathered will serve as an important foundation for the Technical Committee to further refine draft TCVN 7830, contributing to the promotion of high-efficiency air conditioners and the sustainable development of the air conditioning market in Viet Nam.
