Strengthening cooperation on wind power technology transfer in Viet Nam

On May 5, the “Clean, Affordable and Secure Energy for Southeast Asia” (CASE) project and the State Agency for Technology Innovation (SATI) under the Ministry of Science and Technology held a working session with representatives from Siemens Gamesa Renewable Energy (SGRE) to discuss potential cooperation opportunities in renewable energy, with a focus on wind power, technology transfer and industrial capacity development in Viet Nam. 

The discussions centered on Viet Nam’s wind power technology development roadmap toward 2030, strategies for technology localization, the development of technical supply chains, and the establishment of a supporting industrial ecosystem for offshore wind power. SGRE also proposed supporting Viet Nam in developing a wind power technology map and sectoral technology roadmap, which are expected to provide an important basis for strategic planning and long-term industry development.

According to SATI, a coordinated governance and implementation mechanism among relevant stakeholders, including government agencies, businesses, and project developers, will be essential to advancing Viet Nam’s wind power sector. Offshore wind development, in particular, requires not only advanced technologies, but also strong institutional capacity, operational expertise, and technical supply chains aligned with Viet Nam’s current market. 

Mr. Oliver Berendt, Vice President Wind Power License Office – SGRE, highlighted: “Establishing effective cooperation frameworks between international enterprises and Vietnamese partners will be critical to advancing the offshore wind sector.” During the session, he also shared European experience in offshore wind deployment and underscored the importance of long-term partnerships in supporting technology localization.

Representatives from Siemens Gamesa reaffirmed their interest in building a long-term strategic partnership with Vietnamese counterparts, emphasizing the need for clear development roadmaps and inclusive stakeholder engagement, particularly in offshore wind – a sector characterized by long investment cycles and extensive technical requirements. 

Ms. Le Thi Thoa, Country Manager of CASE Project in Viet Nam, expressed expectations that SGRE would continue sharing international expertise in project governance, technical standards development, supporting industry ecosystem building, and workforce training for the wind power sector. These are valuable references for Viet Nam in strengthening domestic capabilities and advancing toward sustainable mastery of wind power technologies. 

The working session not only facilitated technical exchanges but also reaffirmed the shared commitment of all parties to fostering innovation and accelerating renewable energy development in Viet Nam. Through strengthened international cooperation, Viet Nam continues to build technological and industrial foundations necessary to advance a sustainable and resilient energy transition.
